NOTICE OF PUBLIC HEARINGS 2020-2025 LAND AND WATER CONSERVATION FUND STATEWIDE COMPREHENSIVE OUTDOOR RECREATION PLAN (LWCF SCORP) AND LWCF FISCAL 2020 GRANT APPLICATION PROGRAM The West Virginia Development Office (WVDO) is conducting public hearings for its 2020-2025 Statewide Comprehensive Outdoor Recreation Plan (SCORP) and Land and Water Conservation Fund (LWCF) Fiscal 2020 grant application program. The LWCF Act of 1965, as amended, requires a SCORP from each State prior to consideration by the Secretary of the Department of the Interior for financial assistance for acquisition and development projects. The LWCF Act explicitly requires the SCORP to include the following: A. The name of the state agency that will have the authority to represent and act for the State in dealing with the Secretary for purposes of the LWCF Act of 1965, as amended; B. An evaluation of the demand for and supply of outdoor recreation resources and facilities in the State; C. A program for the implementation of the plan; D. Certification by the Governor that ample opportunity for public participation has taken place in plan E. Other necessary information, as may be determined by the Secretary. development; and The SCORP shall take into account relevant federal resources and programs and shall be correlated so far as practicable with other state, regional and local plans. The Public Hearings will include a presentation and comments on WVDO's draft FY2020-2025 SCORP and the state's LWCF Fiscal 2020 grants application. Fiscal 2020 LWCF grant applications are due in the WVD0 office by Thursday, December 31, 2020. Application forms and instructions are available online, under the Land and Water Conservation Fund tab, at the following web address: https://wvcad.org/resources. LWCF grant application inquiries should be directed to the attention of John McGarrity at john.r.mcgarrity@ wv.gov or by phone to 304-558-2234. The WVDO's draft SCORP will be submitted to the National Park Service (NPS) on or before Thursday, December 31, 2020. The WV-SCORP will support the expenditure of LWCF grant awards for five years following acceptance of the plan by the NPS. The draft SCORP will be posted to: https://wvcad.org/resources under the Land and Water Conservation tab. The 45-day public comment period begins, Monday, October 26, 2020 and ends on Wednesday, December 9, 2020. Virtual public hearings will be held to review this draft SCORP. To effectively facilitate online commenting, individuals who wish to comment must use the "raise hand" function. Once an individual has raised his/ her hand, the individual will be called on by the facilitator in order, unmuted and asked to comment. Comments and questions will be accepted during the virtual public hearings.
