NOTICE OF PUBLIC HEARINGS - FY 2021 ANNUAL ACTION PLAN AND AMENDED CITIZEN PARTICIPATION PLAN The West Virginia Development Office (WVDO) and the West Virginia Housing Development Fund (WVHDF) are conducting public hearings concerning the State of West Virginia's Draft FY 2021 Annual Action Plan (AAP) and Amended Citizen Participation Plan (CPP). The AAP and CPP will be submitted to the U.S. Department of Housing and Urban Development (HUD) within 60 days after the date 2021 allocations are announced, but no later than August 16, 2021. The purpose of the AAP is to guide the expenditure of funds for housing and community development in non-entitlement areas. The following programs and funding allocations are included in the AAP: Community Development Block Grant (CDBG) $14,397,944; HOME Investment Partnerships Program (HOME) $5,152,616; Housing Trust Fund (HTF) $3,000,000; Emergency Solutions Grant (ESG) $1,663,194; and Housing Opportunities for Persons with AlIDS (HOPWA) $623,490. Please note, the HTF funding allocation is an estimate and will be proportionally increased or decreased from the estimated funding level to match actual allocation amount. The CPP establishes policies and procedures for citizen participation, which are designed to maximize the opportunity for citizen participation in the community development process for the CDBG, HOME, HTF, ESG, and HOPWA programs. The AAP and CPP will be available on the WVDO website at https://wvcad.org/resources, at the State's 11 Regional Planning and Development Councils, and by calling the WVDO at (800)982-3386. A 30-day comment period will begin on April 1, 2021 and conclude on April 30, 2021.
