NOTICE OF PUBLIC HEARINGS 2020-2024 FIVE-YEAR CONSOLIDATED PLAN FY2020 ANNUAL ACTION PLAN The West Virginia Development Office (WVDO) and the West Virginia Housing Development Fund (WVHDF) are conducting public hearings concerning the State of West Virginia's 2020-2024 Five-Year Consolidated Plan and FY2020 Annual Action Plan (AAP) for funding provided to the State by the U.S. Department of Housing and Urban Development (HUD). The plans will guide the expenditure of $23.4 million annually in HUD funding for housing and community development needs for fiscal years 2020-2024. The following programs and estimated funding allocations are included in the FY2020 AAP: Community Development Block Grant (CDBG) $13.6 million in non-entitlement areas and HOME Investment Partnerships Program (HOME) $4.7 million; Housing Trust Fund (HTF) $3 million; Emergency Solutions Grant (ESG) $1.6 million; and Housing Opportunities for Persons with AlIDS (HOPWA) $513,000 statewide. Please note, all proposed activities budgets are estimates and will be proportionally increased or decreased from the estimated funding levels to match actual allocation amounts. The 5-year 2020-2024 Consolidated Plan and the FY2020 Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) within 60 days after the date FY2020 allocations are announced, but no later than August 16, 2020. Public hearings will be held to review both plans. To be considered in the assessment phase of the 2020-2024 Consolidated Plan and FY2020 Annual Action Plan, the written comment period begins on Monday, October 14 2019 and written comments must be received in the West Virginia Development Office at the address below, or submitted via email to Sherry.L.Risk@ww.gov by the close of business on Friday, December 6, 2019 A Community Needs Assessment Survey to help identify priorities for use of these funds is also available at https://www.surveymonkey.com/rWVCAD until close of business on Monday, March 23, 2020. Additional information regarding the Community Needs Assessment Survey and a brief review of the Analysis of Impediments to Fair Housing will be provided during each public hearing.
