NOTICE OF SUBSTANTIAL AMENDMENT #2 TO THE FY2021 ANNUAL ACTION PLAN AND NOTICE OF PUBLIC HEARING The West Virginia Housing Development Fund (WVHDF) is providing a public comment period concerning the proposed substantial amendment #2 to the FY2021 Annual Action Plan (AAP) for funding provided to the State by the U.S. Department of Housing and Urban Development (HUD). The AAP summarizes the actions, activities, and the resources that will be used each year for the following housing and community development programs: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Housing Trust Fund (HTF), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). DESCRIPTION OF THE AAP AMENDMENT #2: In response to the American Rescue Plan Act of 2021, WVHDF proposes the following change to the HOME ARP Allocation Plan, which is part of the FY2021 AAP: The West Virginia Housing Development Fund (WVHDF) will conduct a public hearing to receive input regarding preferences for one or more qualifying populations or a subpopulation within one or more qualifying populations in the HOME American Rescue Plan (HOME-ARP) Allocation Plan. The amended HOME-ARP Allocation Plan is available on the WVHDF website at https://www.wvhdf. com/programs/the-home-investment-partnerships-program and by calling 304-423-5402. A 15-day comment period will begin on March 13, 2023, and will conclude on March 28, 2023.
