NOTICE OF SUBSTANTIAL AMENDMENT #1 TO THE FY2021 ANNUAL ACTION PLAN AND NOTICE OF PUBLIC HEARINGS The West Virginia Housing Development Fund (WVHDF) is providing a public comment period concerning a proposed substantial amendment #1 to the FY2021 Annual Action Plan (AAP) for funding provided to the State by the U.S. Department of Housing and Urban Development (HUD). The APP summarizes the actions, activities, and the resources that will be used each year for the following housing and community devel- opment programs: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Housing Trust Fund (HTF), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). DESCRIPTION OF THE AAP AMENDMENT #1: In response to the American Rescue Plan Act of 2021, WVHDF proposes the following change to the FY2021 AAP: the addition of the HOME-ARP Allocation Plan to the FY2021 AAP. The West Virginia Housing Development Fund (WVHDF) is conducting public hearings to receive input in the development of the HOME American Rescue Plan (HOME-ARP) Allocation Plan. The draft HOME-ARP Allocation Plan is available on the WVHDF website at https://www.wvhdf.com/pro- grams/the-home-investment-partnerships-program and by calling 304-423-5402. A 15-day comment pe- riod will begin on May 30, 2022, and will conclude on June 14, 2022. Comments will be received until the close of business on June 14, 2022, and must be received by the WVHDF at the address below, attention HOME-ARP or via email to home-arp@wvhdf.com.
